If you mean IGF-1 LR3 then no it will travel systemically. Will some bind to where it was injected ...likely ...but not much.

If you mean IGF-1 prebound to IGFBP-3 which when injected will bind to Acid laibile subunit and form a ternary complex too large to penetrate the vascular wall and go systemic then yes. That will remain local.

Lr3 you don't need local site injects. However with something like mgf, yes you do.
