Can the Fascia tissue around the muscle be a major factor in restricting

You are talking about fascial stretching massage. Very painful, but it does work to a degree.
However, to compare the fascia being stretched by massage and being stretched by Syntherol (this is why I assume you are asking this), imagine a ballon.
If you stretch it by hand when it is deflated, you will stretch it, but not that much.
When you fill it with a liquid though, you can stretch it MUCH more than you could ever stretch it just by pulling on it from outside.
Same thing with the fascia - using Syntherol will work much more greatly than just doing fascial massage.
And yes, fascia it is a great restrictive factor. Look at bodybuilders that have very flexible fascias, like Flex Wheeler - all his muscles 'pop', even when relaxed, and he can do full splits, etc because he is so flexible.
And then look at so called 'muscle bound' guys, that can't even put on the seatbelt in a car because everything is so tight. And when you see these guys on stage, their muscles look the same either relaxed or flexed - they don't 'pop', because their fascias are so tight.
