When measuring bodyparts........18" arms etc.

Quick question: when measuring arms, for instance, is it common practice to measure relaxed as opposed to flexed? When someone says they have 18" arms would that most likely be indicative of being relaxed or flexed? Thanks for your input guys!
 
realistically when most guys tell you their arm circumference the formula is basically as follows:

pump arms to max, loosely wrap tape at an odd angle to maximize distance, add 1/4-1/2" just for safe measure.

or at least thats what i see typically

So true.

I saw some guy at the gym measuring from his bicep head diagonally to his armpit and around... I asked him what he was doing, he said "You gotta measure head to head man." yeah.
 
does not mean anything

I've seen a muscular cut 15 inch arm look way better than somebody with a fat 18 inch arm. anybody can get big(fat) the key is to get size and muscularity in the same package.
 
99% of the time when someone tells you an arm measurment its flexed,pumped and about 1/4-1/2" has been an added lie.
