when you do cardio while trying to manage fat while bulking would it be better to do moderate cardio for 45 minutes like a fast pace walk. or do hard cardio for 5-10 minutes like a fast paced jog.

Slower pace is better. Research has shown that its more likely to burn more fat for energy rather than use a lot of muscle glycogen. Moderate intensity is best for this.
