You guys I am sorry this goes back and forth and I want you to know what a pain in the ass this is to try to keep you all informed. But I feel it is my job to do this as it comes with the territory.
I am however not reposible for the failure of the card to meet your expectations.

The IP address verification is being eliminated as being
impractical so the only security issue is the anonymous proxy use
when a cardholder tries to login but there will be 7 warnings prior
to the card being temporarily suspended.
As far as the Western Union verification requirements there's
nothing we can do one way or the other on that one. Every country
has a limit theshold so the key is to keep under it, or use
Moneygram as an alternative.
Again I don't really understand all the gloom and paranoia because
nothing has really changed. Verification by wire service companies
is a fact of life these days unless you can stay under the
threshold.
