Personally I love the post office, think its one of if not the best service provided by the gov, with minimal tax dollars. I can think of 100 things the feds do that cost 100 times more and don't do shit for me like the post office does. Mailman delivered everything for last go around, thats service.

...This is my thought. Payout settlement. To avoid time and expenses of lengthy court battle. As well, they may find it better to pay, than have to go through "Discovery" process (which could be a back door to more litigious action by State prosecutors).

In short, extortion pay. Caveat: this only encourages more of this behavior by government (or anyone else with hypocritical morality)
