Has been my understanding that many in mid-eastern countries begin things such as gear at earlier ages. This would correlate with average life expectancy as well as culture. Similarities in this also arise in eastern European countries.
Would be my estimate that it would not be uncommon to find someone there getting on gear pretty much when they decide to start working out - an all-or-none thing. That is, if they are affluent and can afford the stuff. Usually, if they can get in a very decent gym, then they are affluent and/or know the 'right' people.
Also, getting involved with gear in different areas of the world is not as big of a deal as in USA and similar d/t lack of stigma, education and differing life values. With lack of education - if the big guy in the gym is telling you to get on something, you do it.

they start at a very early age (1), and they juice up from their first week in the gym (2)
most of the "bodybuilding buddies" i have have started juicing between 13-17 and are now well into their 30's.
sometimes the big boys/dealers find a guy with potential at a young age and 'train' him (read "give him gear for free") with the condition of telling everyone that he is being 'trained' by that individual. this = more sales. and that's how most young people can afford the gear, especially these days when it's getting really expensive.
hell, there's a guy (forgot his name) who competed at the 75 kg division in the IFBB worlds from saudi arabia... he had only been training for 4 years (started at 17)... how'd he get into training and get there? he was in a neighborhood soccer match... his team won so he took his shirt off and ran around... a very big dealer here was in the audience and he went to him and asked "do you train? cuz you're as ripped as hell!" (the dude weighed around 120 lbs but at around 4% fat... saw his pics... looked like a heroin addict but lean as fuck) guy said no he never trained... so the dealer told him he has a gym, and he'd provide everything for him as long as he listened to him and competed... so he said yes... 4 years later, he's 165 lbs competing in the IFBB world with full muscle bellies and a tiny ass waist.
actually his name just popped in my head... and he isn't 75 kg, but 70 kg (154 lbs)...
as you can see from the video and if you see other videos and dates, the dude stayed at the same weight and isn't going up... why? cuz he dominates that weight in this country when he competes, and he won the arabian championship at that weight... PLUS... these guys really don't know how
