Chances senate bill targeting synthetic opiod crisis causes unintended consequences?

Bill introduced today, which will pass as it's clearly bipartisan and people are dropping from overdoses at alarming rates, aimed at targeting the makers of synthetic fentanyl and other opioids overseas and shipping it via the mail. Increased scrutiny of this process would seem likely to have unintended complications for some here as the supply chain involves important countries. I'm not educated on the process enough to know if this a big problem or a minor problem. Increased scrutiny and tracking from affected areas seems problematic. Just curious if anyone is following this who might be able to foresee what this means for those in this lifestyle.
