I have 13 weeks to I start my contest diet/training/cycle I need to bring up my legs more so I was thinking of just doing legs for 8 weeks and no upper body.

mon- quads calfs
wed- hams
fri- calfs

my upper body just keeps growing more than my legs and after my knee scope I need to balance things out some. what do you all think?

Without a doubt, I would not neglect the rest of your body either. If I were you, I would do:

Monday- Quads, Calves Optional, Chest Maintanence
Weds- Calves, Shoulder & Arm Maintanence
Friday- Hams, Back Maintanence, Calves Optional

You could probably hit abs all three days, and remember that high intensity cardio does wonders to slice and dice those tree trunks.

I will do some upper body just not balls out I just need to save all my calories and energy for legs

i too am in your situation. i need leg growth to come up to par of upper body growth. i really need to sit donw and put togethert a clear anc concise plan for my workouts to bring them up.

Hmm

Something to think about, how lean are you, because precontest training including cardio is going to make you lose some leg size, and lack of working the upper body is going to mean lack of calories burned as well.

higher reps

I've found that higher reps with very brief rest periods brought my legs up nicely to match my upper body. 30-75 second rest periods.
They always lagged a bit behind, but were very strong and I eventually learned, they overtrained VERY easily. I would be sore from a leg workout that was heavy for at least 2-3 weeks afterward. Been to the Dr many different times trying to determine the root of the problem, but found out on my own after many years that volume training on legs was the only way for me. Upwards of 15-25 reps per set. NOw the pain is minimal if not gone most of the time and my legs are growing again.
