Nervous system as source of Muscle Imbalance

I find myself wondering about strength/muscle imbalances in the arms particularly.

When I flex both arms I can feel that one arm is dominant, it contracts more significantly to the same perceived effort.

Is there any way to train/develop the nervous system vs. the muscles themselves?

The body is wonderfully complex & incredibly adaptive. I've know naturally left handed people who were born in British Commonwealth countries who were forced in school to learn to write with their right hands. They are now better with their rights than with their lefts.

It would take focussed effort over time...

I know exactly what youre talking about. I can make my right bicep 'jump' on "command"... the left one? I actually have to make a Popeye and flex in order for the muscle to contract.
