Reduce your carbs, do some cardio. Post some pics. I'll bet my left testicle you are not 10% body-fat.
Underestimation of body fat is very common.
I'm more than 50lbs heavier than you, and I don't eat 330 grams of carbs in the off season and still grow just fine, AND I stay lean. I don't eat that much carbs because I get fat and retain water.
Your taking in over 1200 calories a day in carbs. Without knowing anything about your training, etc, I suspect you are simply eating too many carbs, retaining water.

KISS. Keep It Stupid Simple (less offensive version)
Reduce carbs, add some cardio. keep your carbs fast burning (white rice, etc) Lower your test dosage to maintenance dose (250/wk).
Do this for 4 weeks. I'll bet you see some nice reduction in that water retention.
