My arms are like 19 and 3/4 PUMPED and 20 and 1/4 PUMPED people say they are huge but I say they are small compared to my back.....I am 5'9 265 When I stand in a front relaxed pose they remind me of twigs. Big arms are related to your height and bodyweight as far as looking big. Mine are 19 1/4 cold, but I am 5ft 9in and weight 213 so they look even bigger. You can always do what my friend does and wear a shirt from "baby gap". His arms are 17 1/2 in and people tell me his arms are bigger than mine, cuz I wear a shirt that covers my arms and he wears a slim fit that barely comes over his shoulders. We measured his arms at my house so I know how big they are. If you don't have it, fake it!!

I think it has a lot to do also with the shape of your muscles and their insertion points. For example, a flexed 18in arm with nice round muscle bellies and low tricep insertions will look a lot better when relaxed than an arm of the same flexed measurement but with somewhat high triceps and flatish bicep look when relaxed. All other factors being the same, shape will definitely play a big role.

Also, back and shoulder size can really make big arms look tiny if overdeveloped.
