Destination is the only gym left around here with an actual tibia raise. You can train tibialis on a seated calf raise but it can be tricky depending on the machine's design. Cables with a handle are another option but I'm way past maxing out those.
The Tib Bar comes with straps for over and behind the foot. At size 14 my foot barely fits it and I can only use the over strap but it holds in place. It comes with a clamp to hold plates on. It's been tested up to 135lbs. Today was my second time using it and I did sets of 12, 10, and 10 with just 20lbs. The stability component definitely makes it harder than a real tibia raise, cables, or a seated calf raise.
